To me, Tozer is probably the most genuine character on the show. (Not the best, nicest, smartest, etc. Goodsir and Crozier sweep most of those awards).
He never does anything 'Evil' save for being used by Hickey.
As Tozer states, the marines are the lowest paid on the expedition. They weren't volunteers, like the majority of the crew. They were assigned. They were the first into the fire, and the last out. (Which surely would have made the marines feel disenfranchised/disillusioned, especially with command)
The bond that would create between the Marines would be comparable to a family. And with the death of the other sergenats, Tozer gets left in charge of this family. And his only single minded concern, is keeping them safe.
The man seems driven only by a desire to protect his men, and fear.
We see so many tender Tozer scenes. From grooming his catatonic friend, to the heartbreaking strain in his voice, pleading with the crowds as the same man is crushed in the carnival stampede.
He has opportunities to kill other members of the crew (specifically Little) during the escape, yet you don't even get the slightest hint he's considering it.
Even at the end with Hickey, he'd rather attempt to reason with him, than resort to 'a second mutiny'.
I've jumped points repeatedly here. But I just get the vibe Tozer was a nice dude, completely out of his depth. Manipulated into believing his men would get a fairer shake of the stick with Hickey.
Hell. Even at the end. He's trying to ensure the survival of his men, with minimal thoughts of self preservation. Which leads to his unfortunate off screen death.
