the Company knew about the xeno, "crew expandable"'d the nostromo, received ripley's sign off message and was looking for her for the 50 years of her disappearance. they find her, debrief her and let her sit on her ass for a while (we don't know how long between the debrief and burke knocking on her door telling them contact has been lost with the colony)
we can assume that during that time, he (and specifically him) sent Newt's parents to go look for the derelict between the debrief and him contacting ripley about the contact loss with the colony, with full knowledge of what would be encountered and what would ensue.
he assembles a shit team of thug marines (who don't stand to attention in front of their superiors, but instead slouch and make jokes at them) with an inexperienced team leader (Gorman), in order for the mission to fail catastrophically, and extract some xeno specimens, hitching a ride on the USCM ship under the excuse of restoring communication with the colony (we can assume from this, there is some sort of higher authority preventing the Company from straight up grabbing a science ship and going to LV426 to gather alien specimens, instead having to go around in the shadows redirecting haulers and other people with excuses to land there)
this is all machiavelically pre-planned and with full knowledge of the results. full evil. which is why the burke actor is such a kind fresh face guy, to make people believe he didn't do anything wrong.
where the plan fails is that he himself goes there and takes with him the only survivor of an encounter, that was a bad idea. neither he nor ripley should've gone, and he should've just send an android to get a specimen on the down low, but that way we wouldn't have a movie now would we
