Because women aren't really in control of themselves. Humans have 2 parts in general: the human part (higher faculties, reasoning, soul, etc.) and the animal part (feeding, fighting, fucking, etc.). A man's animal is a dog. It's always there, but it's leashed. It's a strong dog, it's annoying at times, but a man can take his animal side. A woman's animal is an elephant that she rides atop of. She can sort of coax it, she can maybe guide it a little, but ultimately she has no real control of it. The elephant does whatever the elephant wants to do and she just has to go along for the ride. When your animal inside you commands you to do something, you can mostly suppress it, but there might be some stuff like masturbation that you can't suppress meaningfully for long.
It's a compulsion that arises out of that animal side of you and you give into it and you're like "shit why did I do that..." Now imagine your entire existence is like that. Your animal side is constantly commanding you to do shit and you are going insane trying to resist it nonstop. That's the female experience. It's also why so many of them are doped up on pharmaceuticals. The animal side says "put on that outfit and look like a dirty little whore" and they know on a rational level they shouldn't do it, but they do it anyway and then feel uncomfortable that they did it all while the elephant shouts more commands at them and they try to reconcile the fact they did it with the fact they now feel uncomfortable that they did it. Usually that involves them blaming something or someone other than themselves.
That's the actual psychological reason why they put on revealing shit and then get embarrassed about it.
