The one ring can control the other rings and their bearers but you need to be powerful enough to control the one ring to wield its power. If youre some little powerless cuck like frodo or gollum its just going to fuck you up.

It's a metaphor for power and wealth. The ring amplifies your worst traits. Gollum had no aspirations or desire beyond the ring, so everything not required to weld the ring became atrophied: his appearance, his constitution, his intelligence, etc.

No to either. Gandalf resists the temptation though because he knows that even though he wants to use its powers ultimately for good it'd inevitably corrupt him.

Gandalf off the leash is already on the same level as sauron and sauron already put a lot of his power into the ring making gandalf easily the most powerful being in middle earth. Im not saying that he wouldn't be corrupted but power level wise no one else would come close.
