The random gut feeling of the first one or two detectives to be asigned to a case is going to decide where all the investagtive energy gets spent. That's overwhelmingly going to be a romantic partner or ex. If they can't instantly pin it on them, then the whole thing gets shelved and no one will ever think about it again. However lazy and dumb you think police are it's worse. It's crazy that they even have a 50% clearance rate, but that's because people that commit murders and other serious crimes are also just as stupid.

Season three was when Chase started getting uneasy about how the Mafia guys in the show were perceived. They had this big open casting call in New Jersey after season two and people were showing up dressed and talking like mob guys. I think that really fucked with him, which is why season three amps up Tony's racism and infidelity to make him more unlikable, plus it had Ralphie getting away with unspeakable shit because of the weird dehumanizing internal rules of the Mafia. The show definitely gets darker from there, but season two to season three is the biggest tone shift.

NYC has “shot spotter” technology to triangulate and identify gunshots, but it might just locate a general area, and lack of extra gunshots eon’t help.

One of the perks of expensive apartments is better sound proofing. Even then they may have heard it but it takes time to call the cops and for them to respond and arrive. Chris leaves immediately.

Many hotels and apartment buildings have limited cameras outside those in the buildings foyer and lobbies. It's intended to give their guests and residents privacy. They could probably place Chris on the floor but possibly not in the exact apartment.

I think there's more than enough circumstantial evidence to place Chris at or near the scene of the crime and make him the prime suspect but there's not a great deal of actual evidence to prove beyond reasonable doubt that he did it just with the factors you've described. They could build a case against him through other means but that takes time and Chris dies days later. It's likely the case goes unsolved because their prime suspect died days into their investigation and without being able to interview the suspect they were limited on what they could determine.

I think there was a point in the last couple decades where a lot of writers/directors really began to hate the existence of certain technologies and just write around them existing because it's too much work incorporate them. In a lot of crime shows they just pretend cameras, cell tower data, dna and such just aren't there unless it's to get them out of a story hole. I still see shows made now where they just flat out pretend the internet doesn't exist and the solution to a protagonist's problems isn't just a google search away.
