Crime occurs not because people are inherently bad, but because the institutions and systems around them leave them no other choice but to commit crime.
It is often the case that primarily black demographic areas have the least funding and support due to institutional racism which leads to several black people committing crime, not inherently because of their race but because of a lack of funding and social programmes in majority black neighbourhoods, but if you watch the Wire you'll realise that these blacks are equally as intelligent (maybe moreso) than whites and the only reason they participate in crime is because society incentivises them to do so.
So in a nutshell, the sophisticated argument is not that "criminals commit crime" but that the institutions in America have failed its populations leaving them no other choice. Crime isn't solved by more policing or by punishing offenders, but by rehabilitating people who are like me and you but have been exposed to worse circumstances in life.
