-cast, Leo has a flat fee of like $25m, additionally Penn and Del Toro probably wouldn't be cheap. And then it'd be a scandal if Teyana Taylor wasn't given a decent wage.
-locations, it's a very grand film with a lot of different places - each place needs set up time and set decoration along with the hiring logistics
-on top of that, some of the locations were very grand, like the detainment facility at the start, and would've been very expensive
-explosions, there were a lot in the opening 20 minutes alone which all bring additional complications
-car chases and renting the roads for them
-the amount of extras and costumes
-insurance for the stuntwork - I still don't know how they did the shot where Leo falls from the roof
The short answer is that they did everything for real, and they did a lot. Cgi normally saves money but they used very little here (comparatively). The opening section probably cost upwards of $30m by itself considering everything that went on there. And because the scale was so high, it would've taken longer to shoot. Which means more days. So all the crew, catering etc etc had to be paid for more days. It all adds up pretty fast.
