There would be no property, because there is no overriding entity which has the ability to clearly demarcate what does and doesn’t belong to someone, to whom everyone defers to when there is disputes, and who has overwhelming force to settle things which nobody else possesses.

I can only “steal” things which legally belong to someone. If I take something which is contraband, I am not stealing it, because the state does not acknowledge their ownership of it.
