No big fan of Abrams but Rian had forced him into this mess with le subverted expectations killing off of Snoke. That dumbass move had left a narrative whole in the story, and a retcon resurrection was the only way to solve it.
Some popel try to say that Kylo shopuld have taken over the main villain role, but Johnson had fucked that up to by basically making Ren an ineffectual loser unless he was paired with the good guys.

Their options for a third act villain were:
1) Kylo, who has spent most of his screentime as an impotent manchild and is still at 0:1 to Rey
2) A completely new character who would either have to be built up or swiped from the EU, but would come with the bonus of not yet having been emasculated
3) Palpatine, which would piss away both the OT and PT in exchange for a popular character and actor

They chose 3 simply because the ST was always about trying to supplant everything about the IP they didn't make.
2 would objectively been the best choice, but it's also one that would require a sincere effort to pull off so that was always off the table.

After that, imagine I give you a bajillion dollars, all the resources of Disney at your disposal, and a year minimum. Now give it another pass or two. Go!
