Generally mid sized animals should either be tolerated (they help with grubs and other pests if you don't care too much about your yard), detered (block them from getting into your yard or under your house/deck in the first place so you don't need to deal with them) or killed (there is no cure for rabies or distemper in wildlife and they can spread to pets and sometimes humans if left unchecked). Live traps are really only useful if they're actually inside your house and you need to get them out after sealing off their entry point.
It's still bad form for animal control to bitch you out for reporting an erratic/disoriented animal in a developed area, they're supposed to keep track of cases to see if it's turning into a major problem and warn pet owners.
