i interpreted it as that they were from ground based strategic aircraft. It would be extremelyunlikely that if they were responding with ground based ICBMs that they would be flying over PA. All in all i enjoyed it. Chernobyl guy and the rooftop scene was at least memorable enough for the 2 hour cost. Idris did a good job although, i wish they further explored other departments like the CIA advisors, NSA HUMINT sources and more advisors explaining to the president what the possible strike packages would entail. We only got 2 minutes from a white ex navy seal dude carrying the nuclear football and essentially dumbing it down to how you cook your steak.
