Because it's easy to make doomsquads especially based around the overpowered unique classes, but once they are placed somewhere, you'll have to use the more mediocre ones, especially if you want to avoid using generics.
>overleveled by doing every content available as the game progressedI'm not going to call you a liar (and maybe that's the result of using one or two fewer squads than intended), but during my two playthroughs, the EXP distribution was actually pretty well-balanced and on par with the intended levels of the missions ahead. Bastoria was always a special case where the levels required ramped up quicker than the units kept up, outside of the few that always had a tendency to be ahead of everyone else (Alains squad, high-mobility squads like the knights).

Okay, I'll make my last point in this discussion. I think this is a fantastic game for many reasons, and sure some of these reasons may be subjective. This game is special to me, it's unique, it brings me joy, and it does many things wonderfully. And just dismissing all this and calling this game mediocre, bad, or anything less than great because of the difficulty, when this game never advertised itself as a challenging strategy game, is quite frankly insulting personally and also on an intellectual level.
