It's literally the same in UO. I do mean "literally." The only meaningful difference is that you pre-select actions, because action is simultaneous (real time, essentially). This gives it the appearance of being more automated than FE, but it's the same core gameplay loop.

This describes FE and UO to a T. The confusion comes in because, again, a movement string or move combo can conceivably last indefinitely, if you make no adjustments. But it's unfair to penalize UO for using a different phase system than FE. Especially when it compensates with a far more complex move system (FE basically has no moves, all attacks are the same).
