In real life, songs have a consistent time signature so everyone can play their instruments in sync. Changing up time signatures mid-song makes it harder for the musicians to perform, and can cause the song to sound like a clusterfuck. Obviously Toby isn't composing music for real people to perform, it's all computer noises, but changes in time signature mid-song can still make the song sound like a clusterfuck if the composer doesn't know what they're doing, because we while listening to it get into the rhythm of the song, and changing it makes it feel "off" because the rhythm we're used to gets changed. It's basically the musical version of "subverting le expectations." And then Toby goes and does not one but multiple time signature changes in a single song while still making it sound great.

this is the thing I love about all of toby's tracks, he always understands he's making vidya music and always structures them in a way that keeps you moving forward and keeps the energy up
whether it's the drums or the bass or the opening riff of the sanctuary there's always some of part of the song that just keeps going and the rest of the song builds off of it and never has any downtime
I played in a jazz group of 4/5 guys and you really learn fast how essential the drums and bass are for keeping everything together and how they drive the entire group no matter what, toby plays piano so he probably innately gets this too since you're doing chords or a backing track with one hand at all times
