No idea about the US, to be honest, but here in Europe things were much safer in the 90s-early 2000s. There weren't as many immigrants and tourists as now, there were stricter civil laws (especially for big cities) that helped maintain a modicum of order, kids were better raised and there was a sense of camaraderie and optimism in the community.

Just as an example, there's a little park not far from my house. It was fantastic going there as a kid, because it was clean, well maintained, frequented only by other kids and elderly people. I came back just now from a walk with the dogs, after an ambulance was called for a 16 yrs old girl who got drunk and took a too big dose of some kind of drug.
