It's something I've given some thought to before, so here's my hypothesis: Corn's dragon form is a juvenile stage of a silent dragon and her eyes simply haven't fully emerged.
We know how fully developed silent dragons look because we have seen Anankos (https://youtu.be/xQd6oYVwuHQ), who had lived for thousands of years and was well into the final stages of a dragon's lifecycle. Anankos also doesn't have eyes situated on his face, but rather on his core - a round organ that sits inside his 'jaws'. Now, take a look at this concept art for silent dragons. It looks like something in between Corn and Anankos, almost like a lost middle stage. Note how the core I mentioned is shown in the bottom left as well. Now, let's compare these to Corn's dragon face (https://files.catbox.moe/fyacvy.jpg). The lower jaw, horns, and roundness of it all are very similar, but she's missing the upper jaw structure and the core. What I think that's going on here is that her face is her core, protected by a membrane of sorts (the blue visor-like part) as it develops its full jaws to protect it. Her eyes would be hidden behind this membrane. Think of it not unlike the membrane that covers amphibians' eyes during parts of their lifecycle, and also like how their eyes change position and function as they undergo metamorphosis.
Another thing that leads me to think of it as such is a panel from the manga in which we see a close-up of her face mid transformation (https://files.catbox.moe/gu33jf.PNG). We can see how the membrane appears from and over her eyes while her face still looks human.
Now, this is all conjecture and no better than the ramblings of a madman so you'd be better off not believing a single word, but if IS isn't going to dive into the physiological aspects of the creatures they have created then someone must shoulder that burden.
