As to why she did that originally? It makes no sense. It's a mountainous village, so farmwork doesn't have prominence, neither is there cattle or chocobos. Her town, occupation and attire has German codings.

It seems like they designed Cloud as a biker and Tifa as a texan farm girl who runs a saloon

FF7's design process was famously disjointed (e.g. script writers not syncing up, Zack being added at the last minute) so it wouldn't surprise me if they had originally intended the whole game and characters to be gritty urban dystopia and then tacked on the world map later in the process
