Because flashy =/= good. BDO's combat loop, for both PVE and PVP, is dodge around until enemy is open, CC, and then do the same 1 combo for single target, or the same 1 combo for AOE. You repeat this until dead.
There is no interactivity, no thinking, no rock paper scissors between classes. They all do the same shit, and have the exact same strategy. It's awful. But hey, twenty backflips and fifty thousand particles on the screen so, wow so cool, such great combat!!

I have thousands of hours invested in BDO and can say the game is literally the most braindead rotation spamfest there is. Literally just running in circles stunlocking shit to death or you are not playing correctly therefore not being efficient this wasting your time.
The animations for the enemies are also unimportant, with unsynchronized hitboxes and overall retardedly simplistic when compared to the anime shit player characters do.
It's genuinely sad.

My point is, MMOs, by design (at least, the design they've been stuck on since Everquest/WoW), cannot have good combat because enemies are designed to be a number, a ball of stats for you to kill 10 of and move on.

Until developers abandon that idea, we're never gonna have an MMO with fun combat.
We're sort of seeing some ideas get explored here and there with some extraction games like Dark and Darker, but those aren't MMOs. Yet.
I've said it a million times before. MMOs need to abandon the very idea of levels. 'Leveling' has held the genre in a deathgrip.

The first boss guy in the tutorial looks like I couldve won if I dodged

But also if you follow main quest to cave you fight a void boss like him again and he 3 shotted me and I missed my dodges

I found an interactable barrel pretty early on that I could throw and just kill any player nearby. I blew up a crowd of like 12 dudes talking to an NPC

I noticed like 70% of NPCs are just floating, not touching the ground at all.
