She's the only source of the pyromancy in the game and it's item description says it's her spell, so she clearly made it, had reason to do so, and has used it before.
What's Quelana's real angle? She claims that her sisters are suffering, but all other dialogue about them and from them suggests they are genuinely happy with their warped forms.

When you fight Quelaag, one of her attacks includes an animation of her hugging her spider half. I'll have to go through the item descriptions again, but from what I gathered, they voluntarily joined with parasites. It wasn't something forced on them.
