In the winter I used public transportation and it took me about the same time but at least I could read and such. Yes I have a car but I only use it to carry my bike out of the city for ciclismo.
If it were me I'd rather buy a cheap Piaggio or something like that for winter/autumn and use the bicycle for the rest of the year.
