I don't either. Probably because they finished the "gameplay" part of it first and did the story stuff afterwards. So, the video game experience had the priority and got the most attention over the entire development cycle.

I think it's usually the other way around for AAA development. Because changes to story elements later in the game may require major changes to game design. Although the story stuff that was cut seems like it could've just been added on as side quest content throughout most of the game.
