looking at all the material it looks like kojima mashed shit together, threw it into a wall and kept everything regardless if it sticks or not. Metal Gear may have been silly kojmbo fun, but at least it was consistent in it's presentation.

Yeah. Kojima felt pressured to add more combat and did so accordingly. Stealth and ignoring combat are still options, though. Probably not for everything, like the first game, but most of the encounters.
