That's propably not intended, but you're only losing 3 skill points and I always do that, because Leanna is my friend, even if my wife doesn't like her.

The objective to kill her is optional. So it feels at least somewhat intentional that you can spare her.

The crank is there, because you're expected to kill her. But since game devs back then were not controlling hacks, who couldn't stomach someone going off the rails, they just made it optional for people who really did not want to do this.
This is a good decision and contrasts highly with making the player do the bad thing to progress, and then trying to make him feel bad for doing it.
