So it's very important to remember that Steam has community guidelines, but that also those guidelines are enforced by moderators. And moderators are independent people with their own opinions and values. When Steam first started allowing pornography on its platform, there were a handful of content mods who didn't like the idea of porn on Steam who started turning down any game that slid under their noses that was porn or porn adjacent.
