The first game was only a success because of blind Kojima hype and the mystery surrounding what the game was and what it was about. The game's actual quality, which I can't comment on because I haven't played it because the game isn't out yet, is irrelevant to this topic.
GOTY is never about the actual best game, it's always about the best vibe, the best narrative around the game. So right now the only two games that actually qualify for GOTY are Clair Obscur and Death Stranding 2. DK Bananza could get BOTW/Super Mario Odyssey/RDR2-tier scores and it would never be in serious consideration even if it was far and away the actual best game released this year.

By that virtue he's not an outright bad game dev at all since most don't even aspire to that level of creativity and paint by numbers, he's simply one that needs a team around him to stop him from squirting the paint out his asshole. Kojima's strength is he is a professional thief. This is not a derogatory statement. He puts in the work to absorb an insane amount of diverse media compared to a normal person. He then straight up copies what he thinks was cool out of all that media he consumes. Like a typical musician only for cinematography. This is a legitimate skill and why Kojima's presentation is head and shoulders over his peers in the industry. The content may be retarded, but it is always interesting to look at.

Kojima's weakness is like Nomura, the dude cannot write. Even worse and more insidious though he committed the ego sin of claiming the work of others. MGS has markedly more insightful and interesting writing because of Tomokazu and no one even knows his name because of Kojima's stolen valor. Kojima actively cultivates this fraud which is why I and others dislike him. The instant Tomokazu left Kojima ceased to ever write a single thing of interest ever again. What a coincidence.
