They aren't writing new law, the initiative isn't for that. It's for bringing up a popular (hence the signatures) issue to the EU. By law the EU must respond to the initiative, they have to take some decision on the topic.
The initiative does the best moldman and his supporters (including some lawyers and minor politicians even) to explain what the problem is, as seem under the EU law: games aren't sold explicitly as either product or service, if they're the former then you must keep the product after you buy it, if they're a service then you must be told at the time of sale how long that service lasts.
Some politicians have reached out to the big mold, he has given some interviews to customer protection agencies and I think they'd hear him or other people involved in the initiative if they get their signatures. Even if they don't, the point they make is about defining what games are (product or service) and make sure it is treated just like any other product or any other service. As is, games are the wild west of (lack of) regulations and they explain that very clearly in the text.
