Do enemies in the base game ever start using shields or is it only going to be stuff added in the DLC that gets them?

I liked executioner, and hated bladedancer, but overseer I absolutely love. I like how it stems not just from your lvl 1 archetype but also from your backgroud, so it allows for more character building. It's a good sign for Dark heresy and future dlcs desu. More variety is alwasy good

But for this run I decided to go Overseer Blaster with Raven, you don't have as high damage (but MT damage is often overkill tier) but you DO have a lot more actions because of the way the Strategic Adaptation Power works with Extra Turns & its initial 0 Cost through another Talent, also spreading even single spells like Ignite inside the Raven's aura

The other 2 you can actually do "first" at the same time by going to Eurac V, agreeing to save Cassia, leaving, doing the Prison (Evayne won't be harmed and will fight with you) and then go back to Eurac V. That way you get both Cassia's servants, the PF and a healthy Evayne.

The first two fights are a bitch and a half but the private on the second map is still a local soldier and the rebels manning the artillery can be persuaded to leave because the guy in charge is doubtful but gets replaced by a different rebel if you do anything else first.

You still need to clear the warehouse with the demon summoning if you want to get the xp for convincing the governor about the threat.

I bought one DLC so far but apparently there's more? How many DLCs will be releasing in total so I can play a second playthrough without having to consider a 3rd

You build characters piece by piece. Any companion that does not Join in Act 3+Solomon can go into a very different direction even with shared starting archetype.
And because of how few starting archetypes and weapon types are, there will be SOME overlap.

For example, you coudl be a heavy stubber/bolter Soldier/Arch Militant with Fortress World/Imperial guard setup, and just make Argenta a shotgun/flamer bounty hunter and Ulfar use melee/flamers for little overlap in roles and wepao ntypes/

Uncanny Sight + Tide of Excelence Operative Talents are all you need, don't bother with any Operative Powers, rather just go for more Psy stuff, either Biomancy & Sanctic for more Buffing or Pyro if you want more damage especially with Backdraft talent.

I recommend starting with Uncanny Sight > Tides of Excellence, this way you always get the damage bonuses from both Tides and Exploit automatically at the start of battle.
After that, ignore all Operative stuff and just go for Second Sight > Psychic Barrage or reverse the other, one is more damage the other more range for spells which helps in Act 1 to stay safe and snipe with spells behind cover
Then Psy boosting stuff like Psy Minoris & either Pain Channeling or Backdraft if you go Pyro (or both eventually)

Larians encounter design is 100% better than Owlcats, it's not even close. Look at the Goblin Camp fight, for example.

I can charge into the whole camp and take them all on at once if I want. I can walk up to the top of the camp and kill everyone up there, then start using ranged fire on the ones below forcing them to run up at me for a tactical advantage. Or I can poison their ale through dialogue checks and kill seven of them before combat even starts. Or I can go to the back of the camp where the goblin kids are, kill them and lure the rest in through the chokepoint creating a killzone, especially if I drop fog on my area so they're forced to run into melee. Or I could do the sneaky approach and kill them in stealth a little at a time. And so on.

I can do ANY of these things, and which one I take depends on how I like to play these games, or even what type of character I am playing and how I want them to approach combat. If I'm playing a dumb Berserker maybe I do just charge in from the front, if I'm a canny Ranger maybe I do the rooftop strat, the point is, I have OPTIONS, and that is what makes Larian encounter design so good. Whereas in an Owlcat game I walk forward and start combat with genuinely no option to approach it differently in any way shape or form. That is BAD DESIGN. And so we're clear, I don't care about consolewarfaggotry, I play all CRPGs, and the good stuff from each should be copied by the others. Owlcat should take notes from how Larian builds encounters so that their next game will be better. And Larian should fire their entire writing staff. A man can dream, anyway.

I'm not having as much fun with my Dogmatic run as I thought I would. My first playthrough was Iconoclast and I enjoyed it from start to finish.

Pasqal is not a Heretic, at worst as Amarnat he was an Iconoclast and ultimately he can go completely Dogmatic by the end of his quest regardless. Jae can be brought onto the ship with an outright Dogmatic aligned dialogue choice. Argenta killed a Heretic, that is something a Dogmatic character would look favorably on. The xenos should die, yes. Abelard isn't even Dogmatic, he's Iconoclast. And both of the DLC companions are Dogmatic aligned, so yeah. The VAST majority of companions in this game make perfect sense to take on a Dogmatic run.
