Maybe messing around too much with the formula of a consistently top-selling series on every Nintendo platform it's been on was a horrible fucking idea for longevity, especially if you dangle the gameplay people expect and actually want over their heads only to try yanking it away as much as possible.
It made sense to shake up Zelda with an open world focus since the series was in a critical and sales slump (even if they threw out the baby with the bathwater and Aonuma's gotten way too high off his own farts), but Mario Kart didn't need the help. Nintendo doesn't have a good eye for the right time and place to chase gamewide/"selling point" gimmicks anymore.

To be fair MK8D is the most accessible and least sweaty mario kart in the series. It accomplished everything that they were set out to do because it lacked massive game breaking shortcuts. Anyone could pick the game up and be competitive in a race. In MKW due to the grinding and wall riding mechanics you're expected to research and practice every single track because if you don't know the perfect lines, and cuts you will lose. This is why they're forcing intermission tracks. The sweats can't get a lead.

Additionally, it's not ACTUALLY completely random, the weight is actually strongly for (around/over 50%) the tracks provided as normal choices, which will always be majority intermission, to the point that it's more that OCCASIONALLY a non-intermission shows up as something you can vote for at all, which is why Random was used the way it was before. It was tbe only guaranteed way to get a 3 lap track.
So if you first succeed the roll to not just pick one of the tracks being voted for anyways (50, for sake of argument, I believe it is worse), it is then a 200ish/30ish ratio of getting a standard track. I'm not a math guy, but these are gigashit odds to not have to play Euro Truck Simulator.

The change to how random works, in a vacuum, is almost irrelevant, except it makes random worse as the "not one of these" options, which is STILL bad.
The actual problem is these intermission races are being treated as first among equals to the actual races, which is something almost nobody actually likes, but Nintendo is confident the average person is wrong about.

It would be a fun concept if it weren't every race that blocks out content people enjoy and expect out of Mario Kart. Intermissions should have been a stunt rally where you get points by doing tricks and going fast. There would be a regular race at your destination afterwards but now destinations and intermissions are separate events that both score points.

Rings stack with speedpads stack with sliptides stack with drift boost, and rather than just being a flat "we added X amount of speed to your current velocity", they're all invisible "status effects" on a timer (with one exception). So, for example, if you use a sneaker and then stop and start, you'll still have the speed from the sneaker when starting again so long as the effect is still active.
