The worst-case scenario here is that the EU legitimizes the concept of abandonware which is currently a legal grey area in that it's technically illegal but difficult enough to argue in court that it wasn't worth suing for
If the official ruling is that live-service going EOL is counted as abandonware which can then be freely re-distributed or modified without consumers having to be concerned about copyright laws regarding copy-protection, it'd make it very very easy for publishers to sue anyone who shares or cracks any non live-service games including ancient back catalog stuff
