I'd argue yes; it's a more advanced prosthetic but a prosthetic nonetheless. DMC5 just took advantage of using his missing arm to introduce new gameplay mechanics, and that's what games should do. Your hero's unique traits should inform how they play. I also remember in Sly 3, Bentley was in a wheelchair so they used that for unique platforming options.
Unless you mean Jensen, in which case my answer's still yes. I never played DE but I know he was injured pretty badly in a terrorist attack. His arms were visibly fully cybernetic so I assume at least those were amputated.

in ff14 when Arenvald got his back broken and was confined to a wheelchair it was treated as a nightmarishly horrific situation that effectively ruined his life forever and it was almost treated like it was worse than if he had just died. He quickly started falling into depression and nobody could really comfort him because they all knew it was true that his life was over.

Anyway it's a pretty funny contrast to how WoW tries to treat disability like it totally doesn't matter in typical modern way

Magitek isn't capable of technology that advanced. Magitek is pretty much like oil power with magic oil. It's particularly well suited for simple magical effects like attacking and shields but otherwise it's only really useful for industrial sized stuff. The best Cid could probably do for him is make him a large walker but even if he did then it would just be like buying a car for a crippled guy, it doesn't really help with daily things

Also healing magic is super shit in FF14 universe, it can't really deal with anything serious. Keep in mind one of the Scions has been blind for a long time now and nobody has even tried to fix it because they know it's impossible

If your character can't walk or run normally, there's like a dozen things off the top of my head they could do to make him look or play uniquely. I think it would stop being considered a disability once it's indistinguishable from the original limb. But if they're that good, you'd also see people willingly getting them for one reason or another.
I think Metal Gear Rising touched upon this a bit, they mentioned most PMC's had at least some level of augmentation. Granted, aside from restoring lost limbs and senses, the immediate use for most cybernetics you see in games is focused on combat and sometimes hacking, so you wouldn't see heavy usage outside military or police settings.
Cyberpunk, both the anime and various games, depict a lot of enhancements that'd be beneficial for daily life even as a normie.

Magitek is extremely expensive, bulky, and the fuel it uses is highly volatile, like shaking it too roughly can cause it to explode. Magitek prosthetics are a thing in-universe but Garlemald held the secrets extremely closely so that they could commission the services out to Hingashi and Thavnair, so nobody else knows how to do it. This was all explained years before Arenvald got put in a wheelchair.
