Nine Sols is, in fact, levelish. The bite-sized nature of the levels helps not rub it into your face too much before you're done with the level. That's why I think its structure is better. Scale works for immersion. And neither 9s nor HK are immersive. So just trim the fat.

Even if I think HK isn’t the perfect expression of a metroidvania (that would be La Mulana) its obviously set up as places, as you put it, instead of levels. Besides being tied to the world and lore, most of the areas have multiple points of interest that aren’t accessible all at once, until you have the proper upgrade, and you’d pass through them multiple times, like a place, instead of a level. When talking about levels, I’d think about something being “one and done” like Mario levels or Megaman levels. Nine Sols surely is more levelish, but imo it isn’t a metroidvania, its just an action platformer, nothing wrong with that label.

No, I think in this case it wasn't exactly voluntary.

The game didn't do the old hide the secrets in the ass of random corners of the map, instead it used enemy encounters, enemies that you could tackle early on the game, or later when you get stronger.

I honestly liked that a lot, the game played to its strengths, and it's not like it's lacking in secrets or lore to be found, it just handles it differently how it lets you access it.

Fantastic game, one of the best metroidvanias for sure.

He's been around since the beginning of his race, and has likely hung around every type of person you can think of. Not to mention, he himself states that in ancient times powerful Solarians would come from all over Penglai to try and coax him or someone from his clan into divining their futures.
