First off the world of RoN is a fictional ones, set in a fictional city but entirely worst and on the brink of collapse. Imagine the absolute crime ridden shithole of Gotham city but Los Angeles and you get the idea.
Because of this, the police and the city is a lot more militarized, the only responses the Police will act on are the more serious ones.
You and your Squad are actually a special tactical unit called D-Platoon, always sent on the most dangerous and crazy missions but can sometimes be called upon smaller incursions when not much else is going on.

Generally they're just police officers who do regular police officer shit until they're called in for a situation that requires a SWAT team. Shit's just a normal raid for the most part but spooky shit occurs at random throughout the mission. Lights flicker, sometimes shadowy figures can be spotted for a split second in empty offices, phones that shouldn't even be working will start ringing, rolling chairs that will sometimes slowly turn in your direction, quiet whispering, all that shit. A good number of the suspects would be significantly spooked. You'd find some that are just curled up whimpering and crying, some that'll immediately surrender without any hesitation and just beg you to get them out, and some that are in a full blown panic and will shoot wildly in the direction of every little source of sound they hear. Also here and there you'd find bullet riddled corpses of thugs, presumably shot by their own panic stricken buddies.

Except that's not what the mission is about. The reason D-Platoon gets deployed is because the dude shot and killed his mom, called 911 and told the dispatcher he's going to kill his brother next and then himself, plus he barricaded himself in his apartment. Also they've got confirmed reports of gunfire coming from the dude's apartment. So no, nothing like swatting which is just a bullshit call just meant to ruin someone's day.

Yeah it still plays well. The ai swat guys are decent enough, lots of commands you can have them do to handle various situations. I enjoy it as a tense singleplayer game with horror themes because I've only gotten a couple buddies to try it with me. Every now and then I play FEAR pointman mode and just run through with an mp5 and a usp after telling my ai squad to wait at the spawn point.
