I thought they changed it when they stopped free to keep games on Steam giving out trading cards (i.e. if you added Next Jump: Shmup Tactics to your account when it was free recently, it won't have trading cards despite saying that it does). Maybe I'm wrong or authorized sellers still will give cards.
