The peak copium is more that it's just straight up fun how awful it is. They kept going further and further with it, far beyond anyone would've liked it, and then pushed things even farther beyond that. It went long past any idea of rage engagement or an industry plant edgelord bait character, they were just being absolutely fucking retarded.

And in this kind of context, it was actually kind of refreshing. Batman who Laughs is Batman with ZERO restraints. Regular Batman has access to all sorts of apocalyptic weapons, can give himself any power he wants and even magic. But morals and restraint prevents Bruce from ending everything in one night. Calling him a "normal dude" is really underselling Batman's capabilities. He is the most dangerous man on the planet. He is one of the most broken heroes.

However, Batman who laughs has no restraints. He WILL use the apocalyptic weapons that our Bruce would never use under normal circumstances. Bruce can give himself any power he wants but doesn't because he knows how it can corrupt, but Batkek doesn't have this restraint and so he gives himself Dr.Manhattan's powers. Our Bruce knows magic but he simply hates using it due to its chaotic nature, but Batkek doesn't give a fuck and would use it regardless.

All the other evil Batmen are just "Bruce with Speed force" or "Bruce with WW powers." But Batkek is just Bruce going all out.
