Feel free to call me a retard but I think effects were far better back in the N64 to PS2 era (maybe early xbox too).
A lot of games had really cool looking lighting and effects, but it seems to have stopped completely once HD games started to become common.
So many things in games during that era looked so magical and mysterious, they had this vibe to them that modern games just can't replicate. I'm sorry I can't describe this better but hopefully you know what I mean.

if this game released in the early 90s I swear video games would be illegal in most countries. it might look like a visual clusterfuck when watching footage but once it clicks it feels like your third eye has opened

Demon's Souls feels like a no brainer. it doesn't have quite the same edge factor as DMC and it's purely fantasy, but it's appropriately demonic as per the name, very strong ethereal atmosphere that none of the other games quite matched
if you want more blood and edge though, Bloodborne is good too, plus it's gothic so it's closer to DMC

Anyway, the demonic part I saw in the OP gif was the fact that some magical sword was spinning around in who-knows-where evil clouds, hope that helps (it probably doesn't)

my dream game is that some autist with LOTS of passion (And possibly a team or lots of time spent on it) makes an indie that does not just try to emulate this aesthetic and generation of games, but downright pretends to an atom to be a great game from that era to the point you could fool people into thinking it was a failed PS2 title or something with a 99% chance. Alisa but PS2, if you will.

I know that i speak from the point of ignorance, but i have a feeling that the only reason it hasnt happened yet/more often is just indie devs not being passionate enough and just posing like they are, instead of the usual Time/Difficulty argument.

dmc1 is mostly okay outside of a few bosses and some encounters, controls are nothing to worry about too, a lot of enemies die easily to a couple of ranged weapons if you know the tech (won't spoil it to you), you can look up guides online if you are curious

You might be right, I'm not tech savvy myself but I just saw a video about the SMT III remake and how the hardware for the original focused on particle effects which it was built around while new consoles don't, so they couldn't make a 1:1 visual enhancement despite any intentions.
