It depends. Companies don't work based on developing specific ideas or approaches, they work based on incentives. They are not tied to their current business model.
If people can create an incentive to push developers and publishers to do this then they'll naturally develop a way to accomplish it on their own while still making a profit, if instead they're punished for not doing this then the incentive becomes either dropping these types of games entirely or only doing the bare minimum to comply with the new laws.
