The foggy town of Silent Hill, as the main setting, hasn't been a thing since Silent Hill 2. Over half of Silent Hill 3 is spent outside of Silent Hill and the tiny crumb you see of the foggy town between the motel and the hospital is given no importance and only there for small satisfaction. My interpretation is that Silent Hill is an entity that feeds off of people's guilt/remorse and manifests as a location that traps people in it. It actively wants to keep people there so that it can feed off of them. It's deeply connected to the land it's located on and was once worshiped by the natives who lived there before the area was colonized. Once white people moved in it latched onto Catholicism/Christianity because it was easier to catch prey that way.

There are a lot of similar monsters in Japanese folklore, and the original games were developed by a Japanese studio, so it makes sense they would reuse that horror trope for western audiences.

Feels kinda dumb to hate on a Japanese interpretation of Silent Hill, since the tropes it uses originate from Japan to begin with... Creepy Japanese small town is like. pretty bog standard and even covered by the team who originally made Silent Hill 1 (Siren series of games)
