My interpretation is that Silent Hill is an entity that feeds off of people's guilt/remorse and manifests as a location that traps people in it. It actively wants to keep people there so that it can feed off of them. It's deeply connected to the land it's located on and was once worshiped by the natives who lived there before the area was colonized. Once white people moved in it latched onto Catholicism/Christianity because it was easier to catch prey that way.

There are a lot of similar monsters in Japanese folklore, and the original games were developed by a Japanese studio, so it makes sense they would reuse that horror trope for western audiences.
