What makes kids like Deltarune and Pizza Tower so much when they generally laugh off other pixel art games as "looking old"? It's literally MS Paint style, (mostly) very well done but still MS Paint style. Is it just meme inertia and peer pressure?

The kids who exclusively play graphics maxing mind munchers, are nit the same kids who play pixelshit.
There are roughly 3 types of gamers in the youth.
Graphic maker normoids:predominantly male usually only play stuff like CoD or fifa or other sports stuff, tend to be very concerned about being mature and will either drop video games or fall into the next category as the grow up.
The teaming mass: they just play whatever is popular or looks fun uses youtubers basically as game recommendations they play the largest variety of stuff likely has played fortnite, deltarune, anything really if it's popular open to whatever.
The fandomer: majoritively either female or mentally ill they like playing "cool" """"""obscure""""" games, are those really annoying and loud children who make a specific game their whole personality engages in shipping and theory slop ect. alot of the male ones in this category end up here once they grow up

So if teenagers don't actually like Deltarune, and it's all adults, how are they going to groom teens who don't even care about Deltarune? Why wouldn't they pick a product that their victim actually likes?

I have never heard someone complain about a good classic pixelart game as looking bad. Nobody looks at pic and says this looks "looks old". Great pixel art will ALWAYS hold up.

Now, do people look at Deus Ex or Morrowind and say it looks old? Absolutely. This is not the fault of developers though. At the time, 3D art was a young medium and artists had not had time to develop it, whereas Metal Slug came long after pixel art was a mature genre. And look at 3D art, just a few years later we got great cel-shaded works like Wind Waker and TF2.

Sometimes variety is the spice of life, and you can only play a game for so long till you beat it/get bored of it.
The types who beat a game once and don't pick it up again afterward, or are just playing alot of multi-player flavor of the month stuff with friends most of the time so their single player game time is limited making them feel like it would be a waste to replay a single player game when there's a backlog to grind through.

Pizza Tower's animations are what allows it to use that ms paint style so well.
If it was poorly animated it would have not even come as close as it did with its success.

Because they are games that very much appeal to kids. You're not gonna catch some 15 year old who doesn't even know what gender they are playing fuckin Armored Core Master of Arena for the PS1. Deltarune revolves around a bunch of teenagers. It is a game for teenagers, who may or may not have played Undertale when they were younger. That's why the story is typical childish 'power of friendship' shit.

They are cartoony and have cartoony expressions. Yes, even Deltarune has them. Kids love cartoons.
I'm willing to bet if Undertale/Deltarune had a more realistic style they wouldn't have been nearly as popular.

There have definitely been times where it's a louder sentiment. During the late 90s through the early 2000s it was probably at its worst since if something wasn't 3d it was pretty much sending itself out to die in the reviewer circuit unless it lucked out and got reviewed by someone that likes sprite based games or just liked the game enough to not let their bias win. Not to mention the typical game buyer (not dudebro, not turbo casual, just Joe Random picked out of the entire sample size) was probably not going to be impressed with games that "looked" like arcade games (even if they were for and away better looking) when revent big and mid size company release looked better to them. The latter is what's most true today since the former has more or less fallen away as the younger generation grew up to be the reviewers

If I personally had to describe the MS Paint style, it's kinda like the digital equivalent to coloring outside the lines. A lot of old retro games had to adhere to specific grid coordinates due to hardware limitations, so they end up pretty blocky-looking, even if they're late-stage SNES games. Indie devs don't have to adhere to those limitations anymore, so they can make their sprites as crazy and abstract as they want. The usage of mostly flat colors also helps with that MS Paint-like aesthetic.

I mean technically speaking, games like Street Fighter Alpha and Darkstalkers also kinda fit into this category.

This is true. The game puts a heavy emphasis on character expression with the dialogue portraits and a significant part of the fandom creates and shares memes with these characters in cartoonish scenarios (like Asgore running of Dess). The appeal of these character designs is a big reason why the game is as popular as it is. That and the fun gameplay, engaging story, and fantastic soundtrack
