If you look at the top gacha games, they all share the common trait of being simple and braindead to play and generic and safe enough to appeal to the masses. I think a x8 multiplier to chinkslop and a x0.5 nerf to JP games is more than just "to some degree".
And that's before considering chinkslop is collapsing so hard that even with that they have to cope with "combined" revenue by jumping all their servers together while most JP games are still split into individual servers.
