It depends on the setting. A good chunk of them depict magic as a learnable, studyable system, where wizards learn spells through research. In those, you would learn to use magic the same way someone in real life would get a doctorate.

The only real difference is scale; it would take an unreasonable amount of time, effort and money for an engineer to physically build their own fighter jet or rocket ship or high-end GPU for example, whereas a wizard usually can singlehandedly develop and implement their own magic. Again, depending on the setting.
