The difference is of course if you are referencing a popular culture thing or a meme, people usually understand that you are referencing that. However, if you are remaking/copying someone's work it is expected to say "I used this as reference" etc.
It is like me making a remix of someone else's song and not saying it's a remix, but say it is "something I just made because I was bored".
In general that is basic etiquette in art circles of all levels. The most beginner of beginners are usually exempt of that because they usually don't know much or just are copying whatever they see to learn drawing and improving themselves(Been there, done that). But on the level of that artist on instagram was, it is more than expected to disclaim if you are copying. Like the moment you just add "This is where this drawing was based off: [link]" you are free to go.
Otherwise it seems like what you made was 100% original etc despite being almost traced.
Just say if you copied or used reference if you end up using one that heavily. There is no shame in that.
