Because gachas are designed in such a way that they are perfectly adapted to most adult peoples lives. They are like parasites that evolved to leech off their host for as long as possible and in a way that the host won't be too burdened by them. They usually feature daily tasks that can be done in a short while, they feature appealing characters that are as inoffensive as possible, they are build around building towards long term goals so it makes you feel like you have unfinished business and the only frustration can be overcome with time (or money). Basically they are like adult tamagochis that try to milk you for fucking money.
Because retarded weebs have more money than sense (or skill) and gacha appeals to that
it also appeals to poor weebs too since gachas have gotten more generous lately, then that reels them in to spend what little they have on rolls

Gacha is filling the void for a lot of those people.

Why make generic fantasy #457 and sell like 10k copies when you can release generic fantasy #457 BUT you roll for your characters instead and make more in a month than an entire lifetime of an actual game
Of course not all gacha will be successful but when it is, it's 100% worth the risk
