Here's an example you might be able to understand. Photoshop is a subscription-based service. You pay a certain amount for a few months of a license to use it.
Imagine if Adobe allowed you to pay for a PERPETUAL license of Photoshop. They offered you a one-time fee of $100 and you just permanently owned Photoshop. It'd be a good deal and a lot of people would do it.
Then they suddenly, after four months, went "Okay a new version of Photoshop is coming out so we're revoking that license and you can no longer use that version of Photoshop you bought and owned." That would obviously be bullshit and completely fucked. It would transparently be a scam and a swindle and they should be taken to court over it. First off, the initiative doesn't apply retroactively and it's much easier to make an EoS plan if you know you have to.
Second off, it isn't asking for the developers to provide literally every single tool needed to run the servers. Just enough that it is POSSIBLE to preserve the game. That's intentionally vague because it's up to the lawmakers to determine what's reasonable and what they can demand of developers (and it will often come down to a case by case basis on whether a developer fails to meet that, but it's usually pretty lenient). So it doesn't matter if those third party services go down, because the fans can just use one that's come into existence since then.

And the biggest torpedo of this argument is that if it's such a problem then how come games were ALL able to do it as a matter of course thirty years ago? Back when literally every single multiplayer game had dedicated server tools. Even MMOs provably have ways to make that possible.
