This never stopped being the case. They've just tried to tone it down because idiot redditors took the idea of "ork's collective willpower and belief augments their equipment and can keep it from falling apart" to "if an ork thinks he can fly hard enough, he will". It was taking away the nightmarish grimdark aspect of Orks in that if even one ork spore lands on a world it's contaminated not only with brutal savage monsters, but eventually some of them will just pop up with the built in knowhow on making everything from bbq grills to nuclear weapons.

Alpha legion were still in a weird spot when DoW1 was in production, you'd start seeing them becoming the sneaky snakes after a lore rework for 4th edition which would release like 4 months before DoW1 did and instantly rendered the game kind of anachronistic. Space Marine 1 and 2 are also decent action games, but they were made like a decade+ apart and depict wildly different settings. Mechanicus is alright if you're into XCOM clones, and I've heard decent things about the rogue trader RPG but can't personally vouch for it.

It actually makes more sense once you get to the core of it; the Inquisition needs Daemonhunters, Daemons are dangerous as fuck and need the best countermeasures you can get, Marines are the strongest force in the Imperium. Therefore, make Daemonhunter Marines.
One of the significant issues is that GW has moved the mystical aspects of 40k to the back burner in order to make regular Marines look cooler via becoming more Tacticool. To that end, Daemons are basically just another flavor of xenos now, and are often just used as toadies for Marines and occasionally Heretics.
So when any old Marine will gun down dozens of Daemons in a single battle, Grey Knights become far less interesting.

That's not some kind of random chance, it's specifically the biggest example of what's often wrong with Warhammer games; GW only views games as a means of advertising tabletop. When Fantasy was killed off they didn't care about promoting it, so they let CA and Fatshark do whatever they felt like. Games since then have had significantly more GW 'oversight' to ensure everything promotes tabletop 'properly'. As long as the models look decent and accurate GW does not give a fuck about the rest of the game, and even actively tries to limit the quality of them to stifle popularity that could be seen as competition.

Personally the main things I don't like about 10e is,

This rewards GW for basically making P2W gear without heed for cost on if they mechanically improve the unit that takes them (they always do)
>Lack of player interactivity
While you are waiting for the 15+ minutes it can sometimes take to resolve a fucking Move or Shoot phase, you don't have any options to respond to what the enemy player is doing outside of a very limited token economy with Strategems, and realistically the thing you're going to do most of the time is going to be Overwatching
>Advance rolls are retarded
In general taking an Advance removes the ability for the unit to Shoot or Charge, so by rolling for it instead of simplifying by saying "move 2x or 1.5x your listed Move" you are taking an unnecessary step that almost never matters for board tension. Charge rolls are an example of a good roll, because even an unlikely successful charge roll is one that could theoretically succeed, so it's a risk the other player has to account for; Advance rolls carry no such weight and simply slow down the game for no reason
>Battle Shock rolls almost don't even matter
Battle Shock is in this super fucking weird place where it seems to represent a unit's morale but its morale doesn't really affect it in any way you'd think it should affect it and only really mechanically matters if you either NEED to score an objective THAT ROUND, or you NEED to get a unit to disengage from another unit Fighting it. Several armies that I personally like (Tyranids, CSM) can play into inducing Battle Shock a bit but then you realize it just doesn't fucking matter in the majority of game scenarios.

40k started going to shit BECUASE GW started focusing on a narrative. Fantasy and 40k work best as a setting, from which the players can make their own stories with their armies and games. It's also a good place for writers to make stories that can do just about anything. The game isn’t very lore accurate but was still a very good entry point to 40k for its time. Id always thought they chose Alpha Legion because killing this war band off wouldn’t impact the setting at all. Relic also loved khorne sorcerers, including putting world eaters aligned ones in the first expansion, so it shouldn’t be taken too seriously.

the whole stick of the night lords was compliant planets without much collateral damage, this is something they absolutely excelled at. they blew every other legion out of the park with how little they accidentally killed civilians/damaged infrastructure because they just went on a planet, skinned some select kids, hung up their hands on a tree/made a skinblanket for the resident building of the planets rulers and broadcasted the recorded screams of their kids ending the transmission with a "and tomorrow we´ll do it again" - planet surrenders
other legions killed thousands or hundredthousands when taking a planet, the nightlords took hundreds, sometimes even less. the "old guard" of the night lords actually argued that they are the most ethical legion.
this completely fell apart when the fear their primarch instilled left his homeworld with him, the planet became a criminal shithole again and the new night lords recruits where just a bunch of gangers. this is when the skinning for fun started.
and to get back to the main point: yes they fucking suck. as far as being a space marine goes, they are by far the worst space marines out of the legions. they scared mortals, thats what they where designed to do. they did hardly engage dangerous xenos or actually practice their craft in brotherly duels. they practiced painting on a wall with a corpse as a brush, not actual combat.
when the heresy started they got sent to deal with the dark angels and the night lords got fucking bodied. they lost every single battle, the disparity between those two legions was comically huge. in 40k they are a bunch of splintered warbands with internal leadership problems being the norm that accomplish jack shit outside of barely staying alive.
