Developed and morally gray factions, dark humor, sidequests with lots of different options that aren't spelled out and actual character building were the most notable hallmarks of old Fallout. While FO3 might have tried to bring back some of those hallmarks of the old games (with little success mind you), they gave up after that and just turned FO4 into Skyrim 2: Rubble Edition. Shallow sidequests with few options, no meaningful character building, underdeveloped factions and W-W-WACKY GOOFBALL SLAPSTICK HUMOR straight out of The Naked Gun. But why? The most common answer is they dumb down their games for that mainstream appeal, but it's not the whole picture - Bethesda can't make Fallout more interesting because Fallout 4 and Skyrim are the only type of game Bethesda can make anymore.

Just look at what happened between Morrowind and Skyrim. The setting went from interesting and unique to boring, the gameplay removes all friction from older titles which some people might think counts as "quality of life improvements" but people with brains would call "removing any kind of interesting player choice" and the writing is absolutely braindead. They are incapable of making more interesting games because Bethesda has become too large, and every developer is a critic and has a say, but the final product also has to feel coherent. Of course the output would be generic and forgettable, the only way for their current team to make a coherent game at all is to make something generic that every developer can easily wrap their head around. You might think "well fuck that, just throw in whatever and see if it works" but that approach worked when Bethesda had a small team working on Daggerfall. When they tried it with Starfield, the end result was a mess because the result was a clusterfuck of a game that felt like it was being pulled into 5 or 6 different directions, with none of the directions getting the time or budget they needed to turn out interesting.

What it boils down to is that the only way Fallout can be more interesting if they gave it to a smaller developer who can make good RPGs and has an actual unique and interesting vision for the series. That used to be Obsidian but The Outer Worlds has proven they are incapable of making interesting Fallout-like games, so definitely don't hand it to them. But you have to make sure, especially nowadays, that the devs aren't so retarded they spend four years in preproduction just dicking around and wasting money like the Perfect Dark devs and you gotta make sure they don't overscope and deliver a game that's only really 75% done and up the ass with bugs like with Obsidian, because especially nowadays that's very bad for your brand image, and Bethesda can not afford for another one of their games to come out half baked at launch. If you want new look at Megaton, Rivet City, the Pitt, the Institute, or the Prydwen. Republic of Dave even. There are countless examples of civilisations that feel new in Beth Fallout. Everything in west coast are either adobe huts, empty burned out buildings, or junktowns. And the ncr uses all 3 and recycles the bureaucracy from the old world instead of trying anything new. The Appalachian Brotherhood eventually died of no human NPCs allowed disease but since then have been replaced with the literal Brotherhood who went on a death march to Virginia, are led by a woman, or an Asian man if you do a quest or something. The leader is also best friends with the original leader of the brotherhood btw.

I don't think FO suffers from that problem, FO3's factions were super black and white but the factions are too uninteresting and underdeveloped in 4 for there to be a "good guy" or "bad guy" because you don't get to ever really understand why they do the things they do. You don't really get to ask questions like "why are you replacing humans with Synths" or "why would I risk my life saving fake humans when real humans are struggling enough as is". There's no black or white or gray here. It lacks color.

The Legion gets dunked on all the time for being underdeveloped, and it absolutely is, and for telling the player Legion territory is much safer instead of showing it through in-game locations, which is a genuine missed opportunity to show a better side of the Legion. But at least I can sit down with Caesar and hear him out and debate philosophies with him. At no point can you just pick someone's brain in 4 the same way you can with Raul or Caesar or Cass or Chief Hanlon. Nobody in 4 feels like a real person.
