I think it's meant to be a callback/homage/whatever to Gunnm. Hojo is a more or less carbon copy of Desty Nova and there's a couple scenes in the manga where he's just lounging around eating flan while his busty bikini babe assistant fawns over him.

I really like Hojo's expressions in the remakes. They really outdid themselves with him.
