Because a free market requires ownership. It requires products be made and sold and ownership transference for everything to function. Not-owning something means you're constantly "renting" and paying (losing resources) for the same thing over and over... it's a massive resource waste for everyone involved.

Digital downloads vs physical media and live service games vs functional games are completely unrelated. It is obviously possible to download a game that works by itself from steam, and it is obviously possible to load a program that requires constant calls to a EA/Ubisoft/Activision server onto a physical disk. Apply for a different Visa.
