It's not underrated. The game was formed from a mess of a developmeny cycle and was forced to be born; a real FF15 was probably nowhere near in Square's plans at the time. If I know them, Nomura was probably so hard stuck on his project and justifying the time and money, that he just desperately approached with the idea of rebranding it to FF15. It's such a shame too, because the game lacks a strong identity because of this. There are definitely "Final Fantasy" elements in there once it actually started as 15, but there's too much of Versus 13 that's in it that leaves it be a bit of a bitter taste. Like a needy ghost that won't let you forget it existed. A theoretical 15 deserved better; this 15, which would be based on the friendship of the party, what it means to heed the call of duty and embrace it, even if not willingly, but for the sake of those you love, DESERVED better.

I remember having a good time playing this, despite more preferring ATB. I even went into the whole expanded Universe thing and tried to watch or play as much as I could. Probably the biggest shame is that the King's Knight Sequel they made for mobile was EoS'd, was a pretty fun Sh'mup and had a decent fantasy story. I really clicked with the vibe. I also really enjoyed the Kingsglaive movie for what it was, I could have seen a whole series made with just the Kingsglaive's lives just chilling and doing mundane work.
Still, it did have a lot of issues. The gameplay was jank and the story felt really compressed and it showed despite how much content they made for it. It all honestly felt like it would have been better served if they focused on the content more than the looks and fidelity.

The game definitely wasn't perfect (especially true in its launch state), but the Royal Edition definitely improved things. I played through it twice, and had a lot of fun - warts and all.

There is something interesting about 12 and 13 and it's that they obviously tried to get rid of the intense romance FF games are popular for because they probably tried to look for the asexual audience. It's why Ashe x Vaan only exists in promos now, no triangle romance with Vaan, Penelo and Ashe (hell Vaan x Penelo is just bland), and 13 has the main character being single while her sister takes the tall Aryan Chad (to be fair if ff6 were remade these days people would see Terra is just looking while Celes and Locke kiss)

I miss how good games looked without bloated requirements. Not FFXIV, but metal gear v, things now look worse a d require 3k cards to get 30fps with DLSS, even then there is ghosting everywhere

I played this on release.
The only other games that i was hyped about but was ultimately let down were MGSV and DD2.
