Revolution can work, but it needs numbers.
One Luigi is insignificant, you need THOUSANDS of Luigis to effect actual change. You need more Luigis than can be processed in a controllable way, you need Luigi whack-a-mole, you need so many Luigis that oversight becomes sloppy, and Luigis can suddenly slip into previously locked doors.
Normal people don't turn into Luigi, they wait for Luigi to save them, so they can keep living a life of whatever relative comfort they believe they have, and at this point, all the people crazy enough to become a Luigi are dispersed to all manner of insane political extremes, to the point that most would just kill eachother, not anyone who actually matters.
