I think reload sold more and reload was a cheap remake they made in a few years compared to metaphor that took about a decade to make.
Metaphor most definitely didn't meet internal expectations and they're obviously going to double down on just making remakes since they're faster and safer and easier like they've already shown with the P4 remake or the Raidou one.

E33 is giving them a taste of their own medicine.
